Evidence use in the UK’s COVID-19 free school meals policy: a thematic content analysis

Free school meals (FSM) are a well-recognized intervention for tackling food insecurity among children. National closures during the COVID-19 pandemic meant that there was need to rapidly adapt delivery of FSM. A range food-assistance policies were implemented, but it is not clear if they evidence-based. This study aimed determine transparency evidence use and identify other competing influences in UK’s FSM policy decisions. Thematic content analysis used review 50 publicly available documents debate transcripts on published between March 2020 2021. period covered first national (March 2020–July 2020), holidays, second (January 2021–March 2021). The Evidence Transparency Framework (ETF) assess documents. We found overall poor better Holiday Activities Food (HAF) program. Government showed preference replacing with parcels, rather than more agentic modes assistance, such as cash-vouchers. appeared be closely aligned ideological views welfare state. With an absence evidence, value-based reasoning took precedent polarized by social media. article highlights formal into FSM, one which includes comparison low high assistance policies. Such would address gap, improve policy, aid policymakers future periods uncertainty.
